Hallsville Teen Arrested in Gregg County for DWI with Open Container

On February 1, 2025, Jovie Allisyn Rounsavall, an 18-year-old resident of Hallsville, Texas, was arrested by the Longview Police Department on a charge of driving while intoxicated with an open alcohol container. She was booked into custody and later released on a $2,000 surety bond.

Under Texas law, DWI with an open container is a Class B misdemeanor, but it carries enhanced penalties compared to a standard DWI. A conviction can result in a minimum jail sentence of six days, fines up to $2,000, a license suspension, and mandatory alcohol education programs. If Rounsavall’s blood alcohol concentration exceeded 0.15, or if other aggravating factors were involved, the charge could be elevated to a Class A misdemeanor, carrying harsher penalties.

Texas law strictly prohibits open containers of alcohol in a vehicle, even if the driver is not intoxicated. The presence of an open container during a DWI arrest leads to mandatory additional penalties, reinforcing the state’s zero-tolerance stance on impaired driving.

Rounsavall, who resides on Deans Lane in Hallsville, is described as 5’1” tall, weighing 98 pounds, with blonde hair and green eyes. She is expected to appear in court to address the charge. Law enforcement officials in Gregg County continue to emphasize the dangers of impaired driving, particularly among young drivers, as Texas maintains some of the strictest DWI enforcement laws in the country.
